error 1711 when installing office 2003

I get error 1711 when I try to install office 2003. It says that I have
insufficient disk space which is clearly not the case. It gives a help file
to look in on the install cd but it has absolutely no info on error 1711! I
noticed a previous fairly recent post by someone with the same problem but it
didn't get a reply. I hope I have better luck. I am doing an upgrade at a
school. We have installed win2K pro as a dual boot with win98 (we have
students who are doing both at the moment but eventually they will only use
win2k). Office 2k is installed on the win98 side (we have students still
doing office 2k) and we are trying to install office 2003 on the win2k side.
I tried uninstalling office 2k but that didn't help. I also tried installing
on our win2k server(single boot) but again no difference. This is proving to
be a major roadblock in our tightly scheduled upgrade program. I searched
technet but could find nothing on this error. I have installed office 2003
many times before and have never seen this.

I looked up the kb article and discovered that it does not mention Win 2k pro
nor office 2003. None the less I copied the kill.exe file from a Win2k server
and ran it on the win 2k pro machine. Since it wasn't clear when I should do
it, I tried both before attempting to install office 2003 & during. It did
not help in either case. Running it before produced no obvious change and
running it during killed the msi install window but left the setup process
running, which I guess is logical. I have tried to find more info in the win
2k resource kit but no luck so far.
