Error 1719 when trying to add Office Pro 2003 components.(bit long)

I have Office Professional 2003, of which I have only installed Word.
I now wish to install Access as well, but when I
place the cd in the reader there is no autoplay, I just get a
window listing files on the cd.
If I double click setup.exe I get the message
Error 1719. The Windows Installer Service could not be accessed. This
can occur if you are running Windows in safe mode, or if the Windows
Installer is not correctly installed. Contact your support personnel
for assistance.

I followed all of the steps in
hxxp://support.microsoft.com/kb/315346

which is where everyone with this problem is directed but it made no
difference.

I downloaded Windows Installer, WindowsInstaller-KB893803-v2-x86.exe
from Microsoft, and whe I try to run it I get the message :
Setup has detected that the Service Pack version of this system is
newer than the update you are applying.
There is no need to install this update.

I have just spent quite a while trying to find the answer on
Microsoft, trying to find the right forum to ask about it and finally
trying to get it to accept my Live ID and password. In the end I got
too frustrated so I am trying here.

Windows XP SP3.
The only change to my system within the last few months is removing
the drivers for my Epson RX620 printer and installing those for my new
Epson PX720.

I have ttried the suggestions in

None of them worked.

I downloaded Installer 4.5.
Installer installed ok,
msiexec /? gave
Windows installer V 4.5.6001.22159
Still error 1719 when trying to install Office components.

I have some log files from the failed installation, named
Microsoft Office 2003 Setup(0001).txt
Microsoft Office 2003 Setup(0002).txt
Microsoft Office 2003 Setup(0002)_task(0001).txt

Searching for error in these files gives :

Microsoft Office 2003 Setup(0002).txt

Successfully launched MsiExec....

There are also long lists of error messages, which I assume are those
that could be given, ie. message strings.

ERROR_INSTALL_FAILURE 1603 Fatal error during installation.

I then uninstalled Office and tried reinstall. Again the 1719 error.

Downloaded and ran
Microsoft Fixit 50416.msi as suggested on MS web site to make sure all
Office had been removed.
Received a dialog

The feature you are trying to use is on a
CD-ROM or other removable disk that is not available.

Insert the 'Serif Photo Plus X3 Studio Extras' disk and
click OK.

I do have Serif PP3, but what has this got to do with Office 2003 ?

None of the suggestions that I have found work.
Can anyone help ?
