Error 1904 and 1919 upon install and trouble opening databases

I have installed an upgrade to Access ( I upgraded to Access 2003 in Office Professional 2003) During Install I got an error message 1904 concerning PSS10R.CHM and error message 1919 concerning MSRCLR.DLL

I subsequently tried to repair the installation and got the same error messages.

When I opened Access and tried to open a database, I received a message that there may be coding that may harm my computer. When I chose to ignore this (there isn't any coding that would harm my computer) I got a further message that I needed Jet 4 Service Pack 8 (or something like this) which I downloaded installed and the system doesn't recognise

What can I do th get rid of the error messages and to get rid of the warnings when I open a database?
