Error 1904 and MSRCLR40.DLL

I recently tried to upgrade from Office 2000 to Office XP.
After uninstalling Office2k, I began the installation of
XP and ran into following error:

Error 1904. Setup cannot register module C:\Program
Files\Microsoft Office\Office10\1033\MSRCLR40.DLL

I haven't been able to fix this and all I can find is
information on how to fix it on operating systems other
than Windows 2000.
