error 1904 during installation

The installation of Project Server 2002 ends with "error
1904: fail to register c:\program file\common
files\mssoap\binaries\soapisap.dll" and "error 1904: fail
to register c:\program file\common
files\mssoap\binaries\mssoap1.dll".
