Error: 1933 in Office setup on XP Pro

Using an XP Pro machine, I try to install office 2000 and
I get an "error: 1933, Windows Installer Service could
not update the protected files". The faq page has the
answer to go to safe mode and install from there, but you
can't! Windows installer doesn't seem to operate in safe
mode in XP Pro. Any help??!??

find article number 314812 and follow the steps in it,
should fix the problem!
