Error 2100 The control or subform control is too large

Hello.
In one of my projects I had to use dynamic form with quite a few controls
(number of controls depend on item parameters of some business entity).

At some point during testing I received an error message:
2100 The control or subform control is too large for this location

It seems that MS Access 2003 has a pre-set Section height limit: 22"
For now I moved "header" controls to Form Header section (and documented the
glitch).
Did anybody have to deal with the same problem?

All versions of Access have that limit.

The usual approach to avoid problems is to use Tabs
