Error: -23016...sometimes

Working on Entourage X, I get Error: -23016 when I'm sending mail from
a dial up connection. When I get to something a little faster, I have
no problems and no errors come up. Mail flows freely with the fast
connection. Any thoughts to why the dial-up wants to constipate my
outgoing mail?
