error #240018 Not enough information is being logged . . . .

I have two webs (separate IP addresses) on a win2000 server. The first web
collects usage data for FP but the second web does not. I have checked IIs
and FP to do so and both are set up properly. Finally I check the error log
and found that FP 5.0 is generating an error under applications, "error
#240018 Not enough information is being logged. The following fields are
missing from the log file: URI stem (cs-uri-stem0 Protocol Status
(dc-Status)"

I then went to the extended logging properties, an all boxes were checked
(including the offending ones)

Any thoughts?
