Error 3045 "file already in use" w/ shared db

I have an A97 db/app. It is located on a server so that
multiple users can access (it is shared). Folder
permissions are correctly set up (Change) for users that
must access. In the past week, first time accessors of the
db sometimes get Error 3045 - "Couldn't use <dbname>; file
already in use".

There is no user-level security set up within Access. All
security is within the coding, or folder permissions.

What should I look for to solve issues? What could be
causing this error?
