Error 3045 on linked table

We've set up an Access 97 database on a shared network
drive which contains just the data (no forms/queries). The
Windows access rights on this directory are readonly for
all users except the developer and the production job
which nightly updates the data. The user community
creates a local database of their own and then creates
links to the database that resides on the shared network
drive. We are having trouble with sporadic error 3045s
(the .MDB on the shared network drive is already in use).
The user community could be using either Access 97, Access
2000 or Access 2002. The shared database is set for shared
open with no record locks. Does anyone have any
suggestions?
