error -3253 mail could not be sent

I'm using Entourage 2004 version 040913. I'm have my exchange account
set up correctly and I'm able to read email in my exchange folders as
well as the public folders.

When I try to send an email, occasionally it succeeds but most of the
time (90%) I get the following error:

Error: Connection to the server failed or was dropped.
Explanation: Mail could not be sent.
Account Name: Me - Exchange Account
Error: -3253

I've looked at the Entourage and Outlook error pages and the -3253 error
is not listed.

NOTE: our exchange server does NOT have IMAP enabled. I have not found
any documentation that says IMAP must be enabled for the exchange
accounts to work.
