Error 5001 database cannot be accessed

Hello...I have a problem that has me at a loss for how best to resolve. I
recently upgraded our Project Server from Windows Server 2000 to Windows
Server 2003. Everything was working fine before the upgrade, but now when I
try to access Project server, it gives the error message "project server
database cannot be accessed 5001". By way of background, all components
reside on the same server. When project server was installed, I also
installed the SQL Server 2000 SP3 (as a way of getting a "lite" version of
SQL server running). I also installed MDAC 2.7, followed by the Project
Server program. We upgraded the server so that we could make better use of
the enterprise features of project server, as they required Server 2003's
sharepoint services.
I have a feeling it is related to the MDAC...that somehow Project Server is
still looking for 2.7 and of course Server 2003 installed MDAC 2.8. Is this
assumption correct? How can I resolve this issue and make our databases
available again? At this point, I cannot access the databases at all...even
when trying the project server administrative login form the web interface.
Any help will be appreciated.

Is this a one-box installation? If you've made healthy use of STS in your
original deployment, you really need to have two boxes available to do this
upgrade. The second box is temporary but necessary. The overly simplified
path in this case is to upgrade your OS on the production box to a fully
working Project Server 2002 installation running on Server 2003, then using
the second box to orchestrate the complicated tedious upgrade to 2003.

If you can afford to blow away your SharePoint stuff, you can solve this
easily by backing up your Project Server database(s) and doing a fresh
install. Otherwise, the cause of your problem has so many possibilities that
it would be very difficult to diagnose through newsgroup messages.

The server is an all in one box. My original installation consisted of a
server with the following:
Windows 2000 Advanced Server (Service Pack 4)
Project Server 2003
SQL Server 2000 SP3 (as opposed to the "full" version of SQL server)
MDAC 2.7
Sharepoint services are not being used, but I wished to implement them,
hence the upgrade to server 2003. The installation of Server 2003
Enterprise was performed as an upgrade. A full backup to tape was also
performed prior to the server upgrade. At this point in time, I have no
problem with reinstalling Project Server, but how can I restore our projects
and user list and permissions? All of the restore instructions I've come
across assume I'm running the full blown SQL server, as opposed to the
"light" version that was downloaded from MS for free and installed. Any
help will be apprecitaed....my primary concern here is preserving existing
projects and allowing them to be restored.
