error 5006 - Microsoft Project Server was unable to log you on at this time...

OS is Windows 2003 Enterprise Edition,
Project Server is version 2002,
SQL 2000 with SP3.

While trying to access Microsoft Project Server via
Web Access (http://localhost/ProjectServer/lgnps.asp)
we get the following error:

Microsoft Project Server was unable to log you on
at this time, please try again later (5006).

Why does this error appear? Is there some kind of
manual with all Project Server errors explained in detail?

Did you try it with the server name instead of "localhost?" What happens
then?
