Error 5451

My Account will recieve emails but not send. I get this error message. The
explanation is that it is a local problem and to try again later. It has not
improved in 2 days so what is the "local" description refering to?

What type of account is it? Can you take a screen shot of the error window
(Cmd-Shift-4, press space, then click the window) and post it here, or at
least copy out the exact error message.
