Error 80040e14 when publishing project

I have a project manager who gets this message when he saves his project. I
know how to fix it by taking the time stamp from the error message and paste
it into the appropriate column in the appropriate table in the project
database. Knowing how to fix it is nice but knowing how to fix what ever is
causing it would be better. Does anyone know what causes the time stamps to
get out of sync and how to prevent the situation from happening.

Jim:

One notorious way is to have Publish on Every save turned on, and have a
user who likes to save as mpp files.
