Error 9122 when changing Enterprise Global Template

When I make changes with MS Project 2003 in the Enterprise Global Template
which resides in a Project Server 2003 database and save the changes, I get
an error 9122.

I can check the Enterpise Global out without any errors but the changes I
made are lost. The same error occurs when I restore the Global Enterprise
Template with my local GLOBAL.MPT.

The problem seems to arrise when the Enterprise Global template is checked
out by MS Project in order to save the changes.

Can someone tell me how I can resolve this situation?

I can not find any documentation on this error.
