Error at startup

After installing Outlook 2003 on a new PC I opened it
and imediatly received the following error message titled

"Personal Folders - Microsoft Outlook:Outlook.exe - Entry
Point Not Found"

The following is the message

"The procedure entry point Get IUMS could not be located
in the dynamic link library MSDART.DLL
