"Error: Cannot Display Tool"

I am using Groove 2007 on a Windows XP machine. When adding the Meetings tool
I get the message "Error: Cannot Display Tool" on an empty tool tab.
When adding the Forms tool to the workspace there's not problem but when I
press the "Start Here >" button nothing happens after the "Please wait while
the Design Sandbox is created...".
I have removed and reinstalled Office 2007 from my machine but it did not
help.
Any idea?
