error: Cannot empty clipboard

Running MS Excel 2000 on Windows 2000 Pro, I have started
to receive an error message after attempting to copy a
worksheet from one program to Excel. I copy the worksheet
and paste it into Excel, but shortly afterwards I start
receiving the error message: "Cannot empty clipboar" when
trying to copy (or cut) cells within Excel. I looked at
the clipboard thinking I could simply delete whatever its
contents were, but it does not show any content. It
appears to me that it is empty.

The only MS KB article I could find that even remotely
was close to my problem is this one:
http://support.microsoft.com/default.aspx?scid=kb;en-
us;196620&Product=xlw97
unfortunately it refers to Excel 97, and I do not have
GetRight Monitor installed.

Any suggestions?
