Error - Close task to update

Hi,

My process is the following:

The project Manage create a project A. I create 2 tasks, and publish the
project.
The user B self assigns to the first task. He can record work.
It's working.
The project Manager accepts the work and publish the project.
The user B self assigns to the second task.
The project Manager close the second task by server settings. And choose
submit and publish.
The user C is connected and try to self assign, the second task can be
selected!
The user B can record real work on the second task.

1\Do you have the same issue?
2\How do you solve it?
-Modify a stored procedure?
