error code-reason31??

I'm having no success in opening up an email attachment
sent as an Excel Spreadsheet.I'm receiving an error
code "Reason 31" when attempting to open it--I've
successfully opened up many spreadsheets sent as Excel
attachments before--what is Reason 31?--is this an issue
with the Sender of the email?--
