Error Converting Secure Files to 2003....PLEASE HELP!!!

I have a Secure Access file created in Access 2000, when I installed
Office 2003 the files are no longer working. I also tried converting
the file using the convertion tool but I get an error that I don't
have permission to make changes.

I can open the file long enough to get to the switchboard but if I
click on an item .....Access crashes.

Also the 2000 file is missing many of the Access menu items that would
normally be there.

Please, if someone could help I would appreciate it very much.
