Error creating new database based InfoPath 2007 form template desi

I am unable to create a new InfoPath 2007 form template design based on a
database. After selecting "Database" in the "Design a Form Template" dialog
and clicking OK, I receive the message: "InfoPath has encountered an error.
The operation failed." I have tried both using the Office Diagnostics tool
and Repairing the installation without success.
Why is this happening? Are there some steps I need to take before attempting
this operation? Can someone please provide a solution?
