Error during Access 2003 RT installation

I'm getting this error "the system administrator has set policies to prevent
this installation" on select computers, all having the following simularities

Windows 2000 sp4
Office 2000 pro installed (access 2000 included)

The installation package was generated by WISE.

Any Help on this would be great.
