I removed and re-installed the FPE to my host and verified it was there
using
your tip below...good to go.
I recreated my Web folder that would be published. I thought I had found
the problem when I looked in the folder and found files that had nothing
to
do with my sites pages.
I used the Web Publishing Wizard and still received the same error
message.
Is the message referring to my site in Publisher? Is one of the pages
possible bad?
I do not know what else to try but will purchase FrontPage and import my
Publisher file into FP and publish it from there. Hopefully that will
work.
Any other tips or thoughts you might have for me. Thank you David!!

if
FP extensions are installed by looking for the page
_vti_inf.html
type your domain name followed by that page file name.
if FPSE is installed you will see the FP page, if not then tell the host
they did not install FPSE.
FP is not required on your local machine for Publisher's http
functionality,
only FPSE on the server. See the FAQ -

My host states the FrontPage Extension is installed and correctly set
