Error during upgrade from Office Xp to 2003

I get an error when updating from Office XP to Office
2003. I can not seem to get this to install any way I try.
This CD is an open license CD from our supplier and works
on other PC's with various OS's. It just does not make any
since. I have tryed installing from the control panel,
the .exe and autorun.. It asks for my product key and then
dies.. Well any ideas would be great. The machine is a
Dell Latitude c600 with Win 2K SPak 4 and all updates..

The errror is:
Microsoft Office setup did not complete successfully. We
are sorry for the inconvenience.

It then sends and error report and closes out!!!!

You'll probably need to check the setup logfile to see if you can diagnose
what's going on:
