Error Installing PS2007 Binaries on second server in Farm

After succesfully installing PS binaries on the first of two servers in a
Farm, we are receiving an installation error on the second server.

Error 1706. The installation package for the Microsoft Windows Sharepoint
Services 3.0 cannot be found. Try the installation again using a valid copy
of the installation package 'sts.msi'
Setup failed ... Rolling Back the Changes

The farm is running fine. Unfortunately the log file seems to be of little
use in diagnosing the problem.

Are you installing from a network drive/unc path ?

If so, try copying the install files locally.

Try copying the install files to a local folder on the server which your
having problems with.

During the install disable any AV app which is running

Fixed. The solution required a repair of the MOSS installation due to
missing Language Pack Files on one of the servers in the Farm.

Resolved. A MOSS Repair was required. It fixed the language pack issue and
allowed the binaries to be installed onn the succesfully on the 'unhappy'
server.
