Error loading the add-in in Vista

Hello,

I have created a Excel Add-in (excel 2007). The development machine is
vista(Office 2007, VSTO, VS2005) and it works fine in the development machine.

I created the setup and when I install the same add-in in another vista
machine (VS2005, and VSTO are not installed, and .NET framework is
installed), the addin is successfully installed in the machine, But it could
not be loaded and the following is the error appearing in Excel addin:

load behavior: not loaded. the managed add-in loader failed to initialize

WHAT COULD BE THE PROBLEM HERE?

Please help me at the earliest.

I have the same problem for Outlook 2007 Add-In,
the Add-In work fine in my dev mchine vista(Office 2007, VSTO SE,
VS2005) .
Not work in target machine vista(Office 2007)
