Error message 17099

ever since i upgraded to 12.1.7 i am getting the following error message every time i try to send an email with attachments.

Error - Requested action not taken: mailbox unavailable or not local

Explanation - Mail could not be sent.

Account name: "XXXXXX"

Error: -17099

see no issues when i send out an email without any attachments.
