error message in asian in word 2003

So i had problem with a profile that dissapeared in a computer. So i ended up
creating a new one and moving documents from the old one to the new one.
Thing is that now Word is broke.
I tried serching for this error, bing didnt yield any results and google
only two. Both of them unanswered and as old as feb 2008.

the error goes like this:
Doubleclicking Word icon will show splash screen and then a dialog in
chinese (i think) with the text ".uments and settings\<username>\Application
data\Miccrosmso.acl" appended to the chinese text with an OK button.
Clicking ok on it will brig another dialos with only chinese on it.
Then Word runs nirmally until i close it.
Upon closing it it will popup a dialog warning that it cannot save
normal.dot and then it will offer a save dialog which after cangeling will
allow Word to close.

Tried repairing Office installation.
Then uninstalled it (deleting cached files and dirs) and installed it again
but problem is exactly the same.

Theres an issue with Excel as well about something missing but i think its
due to the same reason, whatever that is.

Any help would be appreciated.

seems like forgot to attach a screen of the 1st dialog.
Is not my image, is from one of the errors i found with google but its
actually the same.
