Error Message on Installation: Does Not Meet Minimum Requirements

When trying to install Business Contact Manager I receive the following
message:

This computer does not meet the minimum requirements necessary to run
Business Contact Manager. Business Contact Manager requires at least a 400
MHX processor adn 128MB of RAM

My systems meets both requirements.
How do I install this program
