Error message on send/receive

I cannot get Outlook 2003 to send or receive; instead I get the following
message:

"The procedure entry point CreateInfoWindow could not be located in the
dynamic link library MSOERT2.dll"

Does anyone know what this means, and how to handle it? From what I have
been able to find researching microsoft's site, MSOERT2.dll is an OE file.
Why would Outlook be calling to it? I'm confused . . .
