Error Message on Sharepoint Config Utility of Ms project server 2002 on windows 2003

Hi there I used the following KB article

for installing and configuring sharepoint v1.0 for ms proj server 2002 on
windows 2003. I got stuck on step number 5 i.e "Run the SharePoint
Configuration Wizard"

When I ran the utility I got the error message "could not create sub web "
and the utility exited. Any ideas why this is happening ?

Is the account you're using to install STS explicitly a member of the Local
Admin group? Try that and see if it helps.
