Error Message: Operation Cancelled

When I tried to go into Microsoft Excel 2003 and request the help on line the
error message was: This operation has been cancelled due to restrictions in
effect on this computer. I changed the settings on my virtual memory to
400-800 but it did not help. I have Windows 2000 and Office 2003. What else
can I do?
