Error message "The operation failed" on Outlook2003 startup

Second problem after re-installing, is that when I attempt to start outlook
2003, I get a dialogue box with a large red X and the error message "The
Operation Failed" If I wait till it disappears, and try again, Outlook comes
up fine. If I delete the box and try to open Outlook, the box appears again.
