Error message "This application must be installed...."

I recently installed Windows XP. My former operating
system was Windows 98 FE. Since the upgrade, all of the
programs offered in my MS Office 2000 Premium will not
open. I receive an error message stating "This
application must be installed to run. Please run Setup
from the lcoation where you originally installed the
appication" and then the program shuts down. I have
tried everything I know to try - I reinstalled Office,
ran repairs, etc and have had absolutely no luck. Does
anyone have any ideas on how to fix this? Your help
would be greatly appreciated.

Completely uninstall it and try again. Also, its really better to install a
new OS fresh rather than an upgrade. As you can see by what's happening
now, upgrades are a tad unpredictable. And they tend to bring along the bad
registry entries and corruptions present in previous versions. And with the
File and Transfer Wizard on your XP CD you can back up your settings and
documents before hosing down your drive. This is really handy if you've got
an external hard drive or a network drive on another machine that you can
dump the backup file to. :)
