Error Message when clicking on hyperlink in Outlook 2003

I have two PCs that suddenly will not open e-mailed hyperlinks. Error
Message: "This operation has been cancelled due to restrictions in effect on
this computer. Please contact your system administrator". Both PCs are
running IE7, no changes have been made to network and no other PCs have this
issue. Have tried Resetting the Web settings in IE. No clue why these 2
started having this problem. Any suggestions?

I have one computer running Vista and one running XP. This corrected the XP
issue, but the instructions for Vista do not correct the issue. I also
followed the same instructions on your link below...could it be anything
else. I have not reset the registry...
