Error message when i open a link in Outlook

Whenever i try to open a web link in outlook (2003) i get the following
message
"this opertaion has been cancelled due to restictions in effect on this
computer" Please contact your system administrator"

If anyone have every seen this please let me know a resolution thank you

This is a problem with IE, its not an Outlook error. You need to reset your
internet settings in IE's Tools, Internet Options, Advanced tab. (Or Control
panel, Internet options, Advanced tab).
