Error Message when sending

After Installing Office XP SP3 on my workstation, I
receive this error message when I send email.
It appears under the Outlook Send/Recieve Progress.
It says:
Task (user name) - Sending'reported error (0x800CCC69):'
The server responded: 550 Permanently rejected'
This only occurs when I try to send to one particular
email address only. We have checked this email address
several times and also tried to post a reply, but we
always have the same problem. This person has no problems
receiving emails from elsewhere.
How must I fix this?
