error message when trying to add members to a distribution list

Outlook 2003: I have a folder with 28 members. When I try to create a
distribution list of these members, I get a message: "The Contact folder
associated with this address list could not be opened; it may have been moved
or deleted, or you do not have permissions."
I have other folders like this and have had no problem doing the same thing.
Can anyone give me a lead on my problem?
