Error Message while opening Outlook

I am an IT Support guy and one of our users in the office is getting the
following error:
" unable to open your default email folders. You must connect to your
Microsoft Exchange server computer with the current profile before you can
synchronize your folders with your offline folder file"

I have tried the following as well:

1) tried to reconfigure her outlook profile,
2) deleted windows profile and created new windows profile then configure
outlook in new profile,
3) tried to login on different pc and configure outlook.
4) also tried configuring her oulook by unchecking "use cache exchange mode"
is in the outlook configuration.
5) Password change was also tried
