Error Message

I am recieving an error message which prevents me from
entering Outlook. The error is "OUTLLIB.DLLFILE IS
MISSING EXPORT MS09.DLL:939.

HELP!

search for and delete the Outcmd.dat.It will reset the toolbar to default
again.
