Have you updated whatever version of Outlook that you use?
What is an "address library"?
Have you looked at Task Manager's Performance tab to see if you ran out of
both physical and virtual memory when the error occurs? Maybe you have so
many programs loaded that you just don't have enough memory to do much in
Outlook.

I don't recall that there is an option to limit how many items you download
per mail poll. Maybe you got a flood of spam (i.e., a high count of spam
e-mails). Use the webmail interface to your account to clean the old or
spam junk out of your Inbox folder.
You did not mention WHAT access protocol you use in Outlook to your mailbox
(POP, IMAP, HTTP/Deltasync, Exchange). If using POP and if you have enabled
the "leave messages on server" option then also use one of the "remove from
server <condition>" options to automatically clean out your mailbox.
