Error: microsoft vba for outlook addin - Outlook 2003

I get the following error all the time when starting outlook 2003.

"Outlook experienced a serious error the last time the add-in 'microsoft vba
for outlook addin' was opened. Would you like to disable the add-in?"

First, this particular add-in never appears in my com add-in list?
If I disable it, some of my other add-ins don't work?

Does anyone know why I am getting this error and how I can fix it permanently?
