Error Msg on Re Install of MS Office 2000

I am attempting to re install Office 2000 on Windows ME
and keep getting the Error Msg " This Patch package could
not be opened...."

I have followed all the recommended steps in 295823, and
have had professional help from Tech24 work for over 10
hours on automatic and manual cleaning of register entries
using numerous tools and techniques. None solved the
problem.

They and I have reviewed all published FAQs and followed
everyone completely. We have removed all other MS products
(MS Project, Streets & Trips, etc) from the machine but
still get the error.

Can anyone help or advise how to correct now?
Am willing to pay for successful correction.

SYMPTOMS
When you run Setup for Office, you may receive the
following error message:

This patch package could not be opened. Contact the
application vendor to verify that this is a valid Windows
Installer patch package.
CAUSE
This error message can occur if the Windows registry
contains Windows Installer information from an earlier
Office installation.
RESOLUTION
To resolve this issue, run the Microsoft Windows Installer
CleanUp utility to remove the Windows Installer registry
settings, and then reinstall Office. To do this, follow
these steps:
Download, install, and then run the Windows Installer
CleanUp utility to remove the Windows Installer registry
settings associated with your Microsoft Office
installation.

Important The Msicu.exe and Msicuu.exe (Windows Installer
CleanUp) utilities are not supported on systems where
Microsoft Windows Installer 2.0 or later is installed,
