error msg ox8004210B when sending attachemnts Outlook 2003

Every time I send an email with an image attachment I get error message
ox8004210B. The message is still in the outbox, and outlook 2003 keeps trying
to send it only to repeat the error message. However 8 times out of 10 the
recipient has recieved the message with the attachemts. How can I send
attachemts without getting this message?

1) Disable any mail scanner you have. You absolutely do not have to scan
outgoing mail with your antivirus scanner.
2) Lengthen the server timeout value on the Advanced tab of your account
properties pages, if you're using a POP/SMTP account.
3) Lengthen your send/receive interval in the Send/Receive Groups dialogue.

How do I correct this error? I don't have an accounts/properties tab that I can find.
