Error occurred when creating site. Site does not seem to exist.

I was having issues with this error attempting to create WSS sites for
projects published in project server.

If you experience this error and the KB articles and searches for
resolutions do not resolve the issue for you, your SharePoint admin may
have limited the number of sites allowed to be created.

my fix was to have the WSS administrator increase the number of sites
that can be created, or have them remove the restriction entirely if
you have that ability.

This resolved the issue for me.
