"Error occurred when creating the site. Site does not seem to exist"

I can no longer get Project Server to create new SharePoint sites for
Enterprise Projects. in the past, (I think before the SP loads) I
could manually create the sites for a new project by pressing the
CreateSite button, but now I can not.

I have checked the site owner email address and it is correct.
Project Server 2003 is installed on a different server as SharePoint
Services 2003 connecting to SQL Server 2005.

I can click on the existing sites that were created a month ago and
the sites still dwork great.
When I try to Create a Site (by pressing CreateSite), it tells me
"Error occurred when creating the
site. Site does not seem to exist"

I have verified the following things:
1. The SharePoint Central Admin URL is correct and opens
2. The WSSAdmin account belongs to the local Administrators group (on
the ProjectServer/WSS machine)
3. The Public Documents site is working correctly.
4. I verified that the site provisioning settings are set to
automatically create a site (which it never created a site, it was
always done manually)
5. I synched the Administrator accounts (no problem with this)

I have read alot of KB and tried things that looked like it should
help, but nothing is helping me create a new site.

Thanks in advance for any help.. I've been stuck on this one for
severals days!

I finally read another post similar to my problem that suggested
creating a new application pool, to my surprise and disgust, it
worked.
