Error on opening a form: "New Formular could not be created ...."

hi,

i have an error on one of pc. a formular was published to an iis6 and works
fine an all pcs. but on one pc there is an error message by opening the form:

the message is in german, so i will translate it on the fly:

"new empty formular could not be created. to solve this problem, open
internet explorer, select "internetoptions" on tools menu and delete
temporary intenetfiles"

what can be the reason for this error message. i am not able to analyse the
user settings because this error messege occurse on a pc outside our office.
